Hagag Group Enters Azerbaijan: 3,500 Apartments in Sea Breeze with Tevakol Family and Emin Agalarov

Sea Breeze has always been Emin Agalarov's long project: a resort city on the Caspian, built in stages since 2006. The next stage on the map is Fire Island - new land in the sea, next to the resort he founded and still leads.
Key facts
- About 268 hectares of planned artificial island
- Reclaiming cited at about $1 billion; real estate above it $10-15 billion (density-dependent)
- CSCEC Infrastructure cooperation announced September 2026
- Masterplan includes a Grand Prix circuit; Agalarov has spoken about readiness around 2031
- Baku City Circuit F1 contract runs through 2030 - a Sea Breeze race is not confirmed yet
Fire Island is a planned artificial island off Sea Breeze. The name follows Azerbaijan's historic title, the Land of Fire.
It is designed as a full district, not a single building: hotels, residences, and a circuit that could one day host the Azerbaijan Grand Prix.
In September 2026 Sea Breeze announced a cooperation agreement with CSCEC Infrastructure, the infrastructure arm of China State Construction, for Fire Island - a large international contractor joining Agalarov's coastal plan.
Baku already holds a Formula 1 race. This weekend's Grand Prix (24-26 September 2026) remains on the Baku City Circuit. Formula 1's current contract with that street track runs through 2030.
Fire Island's masterplan includes a Grand Prix circuit. Agalarov has said a new track near Sea Breeze could be ready around 2031. He has also been clear that a final agreement to move the race from the city centre is not signed yet, and that the circuit would be financed with development partners rather than as a state project.
Honest reading: Agalarov is preparing the land and the partner for a future circuit. Formula 1 has not yet announced a Sea Breeze race.
Under Agalarov, Sea Breeze is no longer only a hotel and a beach. It is a working resort city - marina, festivals, sport, and neighbourhoods already handing over homes.

Fire Island is the next scale of that same idea: more land, more infrastructure, and a possible new home for Azerbaijan's Grand Prix after the current city contract.
