What Sea Breeze is
Sea Breeze is a lived-in coastal resort on the Caspian Sea near Baku, Azerbaijan — beaches, promenades, hotels, and residential quarters. In Hebrew it is often searched as סיבריז באקו or סי בריז; it is not Seabreeze in Cyprus.

Sea Breeze or central Baku: two different products
Central Baku is the city market: urban apartments, business districts, and everyday city life. Projects such as Sabah Residence show the city-center product — denser, more urban, closer to offices, hospitals, and schools.
Sea Breeze is a Caspian coastal resort north of the city, in the Nardaran area, developed as a lifestyle destination with beach, marina, events, and branded residences. Demand here is usually driven by sea access and a finished leisure layer, not by commuting downtown. BRABUS Island, inside the resort, is 20–25 minutes from central Baku.

Location and master plan
Sea Breeze sits on the Caspian coast in the Nardaran area, north of central Baku. Emin Agalarov founded Sea Breeze, still leads it, and has built it in stages since 2006 into a coastal resort city. BRABUS Island, inside the resort, is 20–25 minutes from central Baku.
The next planned stage is Fire Island, an artificial island of about 268 hectares off the resort. In September 2026, Sea Breeze announced a cooperation agreement with CSCEC Infrastructure for it. The projects in detail
Marina Village is a first-line, low-rise quarter of four to six floors, set around canals and a private yacht club. By August 2026, about half of its apartments had been handed over in roughly two months, in a process led by Arad Tevakol. Sabah Facility Management Company runs the complex. BRABUS Island covers about 115,000 m². It offers studios, one- to three-bedroom apartments, and duplexes. Tevakol Family, a partner and developer in the project, works alongside Sabah Investment Group, Reportage Properties, and BRABUS. The official presentation was held on May 22, 2026.
On August 24, 2026, Hagag Group announced memoranda of understanding for two more first-line Sea Breeze projects: about 3,500 apartments in total, with Tevakol Family active on the ground. Both are still subject to due diligence and binding contracts.
Access and events
Baku is about a three-hour flight from Israel. Israeli visitors to Azerbaijan rose 139% in 2025 to more than 69,000, and Azerbaijan's tourism board plans to double weekly Ben Gurion–Baku flights from 14 to 28. See Israeli visitors and flights to Baku.
In summer 2026, the marina hosted the season-opening regatta. On August 30, the Azerbaijan Automobile Federation's classic-car rally finished at Marina Bay.
Azerbaijan's first legal casino is under construction in Sea Breeze, following a 2025 law that allows casinos on artificial Caspian islands. It has been announced as one of Europe's largest, at more than 90,000 m². Hotel projects from Rixos, Marriott, Hilton, and other brands are also underway in the area. Buying as a foreigner
Foreigners can hold full ownership of apartments, registered in the State Register of Real Estate and documented by a title extract known as the kupcha, or Çıxarış. The sale is signed before a state notary, and payments above AZN 50,000 go by bank transfer. Under the September 2026 rule, the electronic title extract for a resale apartment is issued in 1 business day; for new buildings, it follows commissioning. Property does not grant automatic residency, but owning real estate worth at least AZN 100,000 (about $59,000) is one possible basis for a temporary residence permit (TRP). Rental and yield context
Sea Breeze apartment prices start at around $150,000. Handed-over Marina Village apartments already offer rental opportunities, and the casino may add to rental demand. Tevakol does not publish yield percentages. The calculators model gross and net yield, purchase costs, and payment plans using illustrative examples of about $250,000.
