Hagag Group Enters Azerbaijan: 3,500 Apartments in Sea Breeze with Tevakol Family and Emin Agalarov

For Israeli buyers, "real estate in Baku" in 2026 is no longer a vague curiosity. Direct flights, a growing Caspian lifestyle market, and a clearer legal path for foreign apartment ownership have pushed Azerbaijan onto the same shortlist as Greece, Cyprus, and Dubai - usually at a lower entry price, and with a different set of rules you must understand before you send a deposit.
This guide is written for Israelis comparing a purchase in Baku or Sea Breeze: what you can buy, what you cannot, how residency works under Azerbaijani migration law, how city apartments differ from coastal resort projects, and where Tevakol Family sits in the market as a long-standing Israeli family active on the ground.
This is public information as of September 2026. It is not legal, tax, or investment advice. Thresholds and procedures change - confirm every step with a licensed Azerbaijani lawyer and the State Migration Service before you commit.
Yes - for apartments and many non-land units. Foreign citizens, including Israelis, can generally purchase and own apartments, residential units, and commercial premises in Azerbaijan when the title is clean and properly registered.
The hard limit is land. Under Azerbaijani law, foreign citizens and foreign legal entities cannot directly own land plots. That distinction matters most for villas, private houses, and anything sold as a "house plus plot." The building and the land underneath it can have different legal status. For most Israeli buyers, the cleanest product is a registered apartment (or commercial unit) with a valid title extract - known locally as a cixaris - from the state real estate register.
Do not treat a developer brochure, a preliminary booking agreement, or "the keys are ready" as ownership. Ownership becomes secure only after notarized sale documents and state registration of the right.
Before any deposit, an independent check should cover at least:
Signing a contract is not the finish line. The finish line is registration in the state register.
Owning property can support a residence application. It does not grant automatic residence, citizenship, or a "golden passport."
According to the State Migration Service of the Republic of Azerbaijan, foreigners and stateless persons may be issued a temporary residence permit on several grounds. One of those grounds is possession of real estate worth at least 100,000 manats (AZN) on the territory of Azerbaijan. Other common grounds include a term bank deposit of at least AZN 100,000, government / qualifying investment securities of at least AZN 100,000, and investment of at least AZN 500,000 in the country's economy (with a longer maximum permit period on that investment ground).
Practical points Israelis often miss:
Always re-check the live SMS guidance before you buy "for residency." Rules and document lists are updated periodically.
Baku city is the capital market: urban apartments, business districts, and everyday city life. Projects such as Sabah Residence illustrate the city-center residential product Israeli buyers often compare with Tel Aviv rental yields and lifestyle - denser, more urban, closer to offices, hospitals, and schools.
Sea Breeze is a Caspian coastal resort ecosystem north of the city (including the Nardaran area), developed as a lifestyle destination with beach, marina, events, and branded residences. Israeli demand here is usually driven by sea access, a finished leisure layer, and lower entry prices relative to Mediterranean alternatives - not by downtown commuting.
A useful 2026 map for Israeli searchers: Baku city + Sea Breeze coast. Inside Sea Breeze, the projects Israelis ask Tevakol about most often are Marina Village (already in handover) and BRABUS Island Baku (ultra-luxury pipeline).
Marina Village is a low-rise residential quarter inside Sea Breeze, next to Azerbaijan's first private yacht club. The project is reported at about 959 apartments, with sea and canal views, shared amenities (pool, parking, promenade, food court), and a marina designed for dozens of yachts.
Through 2026, Marina Village has been in active handover. Public reporting associated with the project has described substantial key deliveries across the summer season, with on-site lifestyle programming (marina season openings, water sports, events). Tevakol Family, an Israeli family company in Azerbaijan since 2018, is a partner and developer in Marina Village. Arad Tevakol has led the handover on the ground.
For Israeli buyers, Marina Village is typically the "keys now / near-term keys" Sea Breeze option, as opposed to longer-horizon branded towers.

BRABUS Island Baku is a branded ultra-luxury residential destination inside Sea Breeze. Public materials from Agalarov Development and partners describe a strategic collaboration involving the German luxury brand BRABUS and Sabah Investment Group, with an official project presentation held on 22 May 2026.
BRABUS’s own project page states 592 luxury apartments and 16 twin villas across about 115,000 sqm, in Nardaran within Sea Breeze, with a target handover around 2030. The visitor page is BRABUS Island.
Tevakol Family is a partner and developer in BRABUS Island, as it is in Marina Village and Sabah Residence. Treat BRABUS Island as a longer-horizon luxury product: different price band, different timeline, different due-diligence questions than a unit already in handover.

On 24 August 2026, Hagag Group (HGG.TA) announced memoranda of understanding for large Sea Breeze residential projects - publicly described in the range of about 3,500 apartments and hundreds of thousands of square meters of built area.
Those MoUs were described as subject to due diligence and binding contracts. Until definitive agreements close, treat them as announced intent - not as inventory you can buy tomorrow.
Entry prices in Sea Breeze have frequently been discussed in public market commentary from roughly the mid-$100,000s USD for certain apartment products, while branded ultra-luxury inventory (such as BRABUS Island) sits in a different bracket. City-center Baku pricing varies sharply by district, building age, and finishing.
Do not rely on a single "from $X" headline. Ask for live inventory, payment schedules, management fees, and what is included. Currency (AZN vs USD) and bank-transfer rules should be fixed in writing before you wire funds.
Tevakol Family (T.R. Civil Engineering Ltd.) is an Israeli family engineering and construction company that has been in Azerbaijan since 2018, bridging Israeli buyers and on-the-ground delivery in Baku and Sea Breeze. It is a partner and developer in Marina Village, BRABUS Island, and Sabah Residence, and its construction work connects Israel and Azerbaijan.
