Real Estate in Baku 2026: Sea Breeze, Marina Village and International Buyers

Real estate in Baku in 2026 is no longer only city-center towers. The part of the market Israelis ask about most is Sea Breeze on the Caspian Sea: coastal apartments, a working marina, and new Israeli developer activity.

Marina Village, Sea Breeze
Marina Village is a low-rise quarter inside Sea Breeze, next to Azerbaijan’s first private yacht club. About 959 apartments. By late August 2026, roughly half had been handed over in two months.
The quarter includes sea and canal views, a large pool, parking, a promenade, a food court, and a marina for 60+ yachts. In summer 2026 the marina hosted the season opening (regatta and water sports). On 30 August the Azerbaijan Automobile Federation (FAA / AAF) classic-car rally ended at Marina Bay.
Tevakol Family, an Israeli family company in Azerbaijan since 2018, is a partner and developer in Marina Village. Handover in 2026 has been led by Arad Tevakol.
Hagag Group and Baku
On 24 August 2026, Hagag Group (HGG.TA) announced memoranda of understanding for two Sea Breeze residential projects:
•  about 3,500 apartments
•  about 358,000 sqm built area
•  land up to $93 million
•  first payment about $17 million; the rest from sales
•  Hagag about 80%, Tevakol Family about 20%
•  both sites planned on the first line to the Caspian
•  still subject to due diligence and binding contracts
This is one of the largest public Israeli developer entries into real estate in Baku reported in 2026.
Why this search keeps rising
Israelis compare Baku with Tel Aviv, Greece, Cyprus and Dubai. Sea Breeze competes on price, sea access, flights, and a finished lifestyle layer (beach, marina, events). Another branded project in the same resort is BRABUS Island Baku (SIG, Reportage, BRABUS; target completion 2030).
