Israeli buyers often ask whether they must fly to Baku before signing anything. In practice, many start remotely: a video tour and live inventory, then contract terms, then notary and title registration (kupcha / cixarish), then keys. This Tevakol Family News note maps that path for apartments in Baku and Sea Breeze without inventing prices or legal shortcuts.
Informational only - not legal, tax, or investment advice. Confirm every step with licensed Azerbaijani counsel.
1) Video tour and shortlist
WhatsApp is the fastest way to request a video walkthrough, floor plans, and live inventory. Share your timeline (keys through 2026 at Marina Village vs BRABUS Island ~2030), whether the unit is for living, visiting, or renting when you are in Israel, and any must-haves (view, size, parking).
You do not always need to be on the ground on day one. A visit is still useful before you wire large sums - treat remote steps as preparation, not a substitute for due diligence.
2) Contract terms - currency and schedule
Currency and the payment schedule are set in the contract and developer terms. Buyers commonly discuss USD, ILS, and AZN; what you actually pay is whatever the signed contract specifies. AZN still matters for the State Migration Service temporary residence (TRP) property ground (at least AZN 100,000) - treat manat as the legal figure and do not invent FX conversions.
Ask for what is included (parking, storage, marina rights where relevant) and fix bank-transfer rules in writing before you send funds.
3) Notary and kupcha / cixarish
Ownership is secure only after notarized sale documents and state registration in the real estate register - not a brochure or a preliminary booking. Foreign citizens can generally purchase apartments and many non-land units; land plots cannot be directly owned by foreign citizens under Azerbaijani law. Confirm title structure, building rules, and registration with licensed Azerbaijani counsel.
4) Keys and aftercare
Marina Village has been in active handover through 2026; BRABUS Island is a longer-horizon branded residence (592 apartments and 16 twin villas; target ~2030). After keys, owners who live in Israel sometimes rent the unit when they are away - possible in principle for many owners, but building rules, management, taxes, and title must be confirmed case by case.
